Phenix City, AL: Downtown / Riverfront Redevelopment Plan

The Riverfront District plan provides a compelling vision for the rebirth of the Phenix community (pop. 28,000) through the redevelopment of approximately 141 acres along the banks of the Chattahoochee River. Separating downtown Phenix from Columbus, Georgia, this unique urban resource is undergoing a comprehensive habitat restoration that will in turn promote a variety of outdoor activities, including hiking, whitewater rafting, canoeing and kayaking.

The planned mixed-use urban revitalization also includes residential, retail, office, college/university and hotel development. The total investment is estimated at $275 Million (2005 dollars) over a twenty year period. The plan integrates key design elements with social, economic and environmental strategies:

  1. The most highly valued asset of this community is its magnificent natural setting. River views define both public spaces and patterns of circulation in the downtown area;
  2. Previously vacant and underutilized parcels are "filled-in" with new commercial development and public spaces to create a coherent urban fabric.
  3. The pedestrian environment is designed to be safe, comfortable and stimulating to encourage walking and connect residents and visitors to the natural environment.
  4. The connections between Phenix and Columbus and the River are emphasized through a clear system of corridors, gateways and trails across and along the Chattahoochee.
Project Client: East Alabama Riverfront Development (EARD), a 501(C)3 nonprofit, public/private partnership dedicated to the revitalization of downtown Phenix City. W+P formed a strategic collaboration with the Boulevard Group, Inc., a program management firm based in Atlanta, to create the BG/W+P Team in order to prepare the initial assessment and develop a revitalization concept for the area.
