MARK E. WALLACE
Principal

Mr. Wallace is a principal of wallace + perdomo, inc. a planning and urban design firm specializing in housing, neighborhood and community design, and planning and zoning. Trained as an architect, Mr. Wallace has the ability to comprehensively address architectural / engineering issues as well as urban design and planning projects and their interdependent relationships. Mr. Wallace’s architectural and planning experience encompasses a range of project development from schematic and programmatic inception, through design development, coordination of all the engineering disciplines, and final implementation during construction. His experience in planning approval and project permitting ranges from City and County D.R.C., Zoning Commission, City and County Commission, water management districts, county and state environmental agencies, public works departments, state D.O.T., and building permit approvals. Prior to founding this firm, Mr. Wallace’s experience with Universal Land Development (ULD) combines his strong background in predevelopment and community approval processes along with his architectural and engineering expertise. Mr. Wallace’s diverse experience also includes institutional and commercial architectural design and project management. Mr. Wallace has also designed, coordinated approvals, and implemented construction of a variety of commercial centers, free-standing retail stores, and retail gasoline facilities in Florida, Georgia, Alabama, Mississippi, Louisiana, Texas, North and South Carolina, Tennessee, Virginia, New Jersey and New York State. Mr. Wallace’s professional training and experience includes work in England and the United States.

REPRESENTATIVE PROJECTS

Grand Avenue Condominiums, Coconut Grove, FL
Mr. Wallace served as project director for this feasibility study and master planning project which compared allowable development intensities on this urban site. The City of Miami proposed a new zoning overlay district which would restrict the height of all buildings, but would allow additional retail uses which were otherwise restricted in the current zoning designation. The project consisted of a mixed-use development of ground floor commercial uses (either office or retail) and upper floor one and two bedroom rental and condominium units. Project intensity varied with various configurations on the site, but the maximum size of project contemplated was 12 floors and 75 total units, with 7,000 SF of ground floor office.

West Farm Road Active Adult Community, Howell, NJ
This 208 unit adult community project is located on a challenging, linear site of approximately 33 acres. The local Code requires extensive setbacks, and a large wetlands area exists in the center of the site. Because of the site configuration, a linear organization was developed with a “spline” roadway from which building pods alternated on either side. Mr. Wallace served as project designer and coordinator on this site planning project.

Senior Living Facility, Garwood, NJ
Mr. Wallace served as project director for this site planning study in Garwood, NJ which initially consisted of a mixed-use market rate condominium housing project with a retail corner containing a drug store and bank. Through negotiations with the City, the project evolved into a 3 floor, 84 unit senior living facility on approximately 3 acres, with a free standing office building on the corner, 2 acre portion of the site. The project is situated on a prominent, urban intersection in the center of the City.

Ridgedale Apartments, Hanover, NJ
The Ridgedale Apartment project is a mixed-use development situated on a suburban intersection in Hanover, NJ. The 14 acre site is designed to contain 240 units in a series of buildings designed around “pocket” parks. The community building serves as a focal point at the rear of the site, and is contained within a larger public park. In conformance with the suburban model, the corner portion of the overall site is reserved for retail uses, with a drug store and additional retail building proposed by the developer. Mr. Wallace served as project designer for this project.

Valley Brook Apartments, Lyndhurst, NJ
Mr. Wallace served as project planner for this 152 unit, 4 floor apartment project in Lyndhurst, NJ. The project consists of 2 L-shaped buildings mirrored around a central court area which contains the rental office and pool amenities area. As part of a dense urban area, this infill project includes a retail component at the front of the site consisting of proposed retail stores. The retail area faces the central commercial district.

Vero Beach Garden Apartments, Vero Beach, FL
This project consisted of the rezoning of agricultural lands to multi-family residential property for the purpose of designing 176 apartment units in Indian River County. With the increasing demand for affordable, unsubsidized housing in this growing community, the developer sought to maximize the allowable density on the property without sacrificing the quality of the units. Mr. Wallace served as development coordinator for this project and directed the efforts of all the disciplines (architects, MEP engineers, civil, environmental and traffic engineers, etc.) in the approval process. Mr. Wallace further coordinated the team efforts in production of the construction documentation and permitting of the plans through the building department and all outside agencies.

Bird Road Garden Apartments, Miami, FL
This ongoing project consists of a 20 acre site which was developed from undesignated (unzoned) property to mixed-use zoning to include approximately 10 acres of residential property and 10 acres of commercial property. Located in a rapidly growing area of Miami-Dade County, the property required creative traffic concurrency resolution, mitigation of designated wetlands, and site plan approvals to prepare the project for development. Mr. Wallace served as development coordinator handling all aspects of the project predevelopment including site planning, coordination with retail and residential architects and engineers, liason with County officials, and coordination with lenders and financers. The project initially contained 96 apartment units along with a drug store and health club, but was eventually modified to include 26 single family detached homes in place of the apartment units. The majority of the homes are completed at this time, and the drug store is open. The balance of the property is currently under site plan consideration at the County to include a mixture of retail uses.
